Background information
Inner Mongolia Software Park is a specialized software
incubator set up by the Inner Mongolia Rare Earth
Hi-tech Zone at the Pioneer Center. Inner Mongolia Rare
Earth Hi-tech Zone is a State level zone approved by the
State Council in 1992 and has provincial level
administration authority. Inner Mongolia Science and
Technology Pioneer Service Center was certified as a
State High-tech Pioneer Service Center by the Ministry
of Science and Technology in 1999. Inner Mongolia
Software Park was established in September 2004 as the
first software park in Inner Mongolia. The Inner
Mongolia Software Park Building, newly built and put
into use in September 2004, has a total area of 32,500
m2. The Inner Mongolia Software Park Building was built
to high standards with intelligent functions. It not
only provides an ideal place for R & D, office and
experimental facilities for software enterprises, but
also complete facilities for all functions, including
large conference rooms, small conference rooms,
multi-function hall, business center, dining hall,
fitness center, bank, accountancy and law firms, etc.
About us
Inner Mongolia Software Park is provides a series of
preferential policies and speciality services. We create
a good pioneer environment for the software enterprises
and we build a platform for them to develop rapidly.
Inner Mongolia Software Park has 72 resident enterprises,
employing 12,000 people. It has created a good gathering
effect and demonstration effect. It has achieved an
optimized combination of assets, projects and talents
and has actively promoted the development of regional
software industries.
Enterprises located in the Park, including Inner Mongolia
Xinlian, Hengda Haitian and Jinming, etc, have grown
into strong software enterprises in Inner Mongolia. The
software products developed by these companies have been
successfully used in the fields of metallurgy,
machinery, cashmere and taxation, etc.
Ideas on Development
Introduce and nurture a number of leading enterprises. On the
basis of existing preferential policies, to strengthen
the support of policies, prioritize development with a
focus in order to push forward the development of other
medium and small enterprises in the Park, and to make
Inner Mongolia Software Park one of the key software
industrial bases in the western region.
Integrate with traditional industries, i.e. metallurgy and
machinery, etc., and integrate with characteristic and
tertiary industries, i.e. rare earth and cashmere, etc.
Focus on developing software for application in the
industry and make contribution to reform and upgrade of
traditional industries.
Center on the cultural construction of minority languages and
numbers. Characterize by developing many kinds of common
software products in minority languages and make Inner
Mongolia Software Park the State’s demonstration base of
software industry for minorities.
Preferential policies
Preferential policies on rent:
preferential policies are given for three years –
from the date of establishment, rent is free for leases
of 60M2 for six months; 50% reduction for the next year
and 30% reduction for the following one and half years.
Preferential Tax:Hi-tech
Enterprises enjoy preferential tax policies, namely
enjoying exemption of 100% of local portion of VAT(25%
of total) for the first seven years; 100% of income tax
for the first five years and 50% for the next five years
; and 100% of operational tax for the first three years.
Incubation Fund:Enterprises
can apply for and enjoy priority to use the Zone’s
incubation funds , which have accumulated to 9 million
Yuan , mainly used to support enterprises with their
project development and market promotion in the form of
interest-free loans and capital input.
Talent Fund:Advanced
enterprise personnel registered in the Incubator can
enjoy a special monthly allowance from 200 to 3000 Yuan
. An Outstanding Contribution Award is set up, with
bonuses from 20 to 50 thousand Yuan.
Research Fund:One
million yuan per year, used to support incubation-stage
enterprises to establish characteristic research centers
, in the form of unrequited current transfers.
Incubation Fund:Amounting
to more than 20 million Yuan.
Loan Guarantee Fund:
Amounting to more than 25 million Yuan.
Venture lnvestment Fund:Up
to 16 million Yuan per year.
Professional Services
Be responsible for examination and approval of
registration of enterprises; assisting them with
industrial &commercial and tax registration procedures.
Select projects; assist enterprises to apply for various
programs and funds.
Organize personnel trainings, exchanges, conferences and
exhibitions.
Help enterprises get various financial support; assist
them with listing, financing and loans.
Periodically visit enterprises; provide following-up
service for key enterprises.
Publicize and fulfill support policies for software
industry made by government at all levels; publicize
enterprises in the Park.
Promote exchange and cooperation between enterprises in
and out of the Park in technologies and projects.
Responsible for national “Software Enterprise and
Product” accreditation , copyright registration, ISO9000
and CMM accreditation.
Assist enterprises with product release meetings and
technology workshops by providing services on site,
publicity and meeting services.
Coordinate with relevant government departments to
assure that enterprises in the Park are given priorities
in bidding when all other conditions are equivalent.
Conduct market research, survey and statistics on the
software industry.
Lmprove technology support systems and business service
systems in the Park
Association
Another characteristic of Inner Mongolia Software
Park is that the Inner Mongolia Software Industry
Association is established on the basis of the
enterprises already established in the Park. Inner
Mongolia Software Park and Inner Mongolia Software
Industry Association work closely to jointly promote the
development of software industry in Inner Mongolia from
multiple angles.
Being a bridge and link between software enterprises
and relevant departments of the government, Inner
Mongolia Software Industry Association organizes the
members of the association to visit each other, to
exchange experiences, to cooperate for projects, promote
external exchange, and to conduct market research and
investigate into policies, etc.
Inner Mongolia Software Industry Association has organized
the enterprises to take part in the “China International
Software Fair” many times. A number of products have won
the “Gold Award” and “Innovative Award”. In 2004 Inner
Mongolia Software Industry Association was awarded
“National Outstanding Software Industry Association”.
Goals of development
Inner Mongolia Software Park is constructed in two phases.
Phase I, “Incubation Area”, is the existing Inner
Mongolia Software Park Building with a total building
area of 32, 500 m2. The total planned area for Phase II,
“Development in Scale Area”, occupies land of 500 mu
with a building area of 150,000 m2.
There will be 110 software enterprises incubating in Inner
Mongolia Software Park in 2005, with a total sales
income of 1 billion Yuan. We will strive to upgrade
Inner Mongolia Software Park to a software industrial
base of the “State Torch Programme”. There will be 150
enterprises in the Park in 2007, with a total income of
3 billion Yuan and there will be 200 enterprises in the
Park in 2010, with a total income of 5 billion Yuan.
Inner Mongolia Software Park will become one of the key
software industrial bases in the western region. |
